February 2020
Dear Campus Community,
In October 2019, the Revenue Allocation and Cost Allocation work groups submitted their recommendations for the budget rules that will govern the implementation of the Strategic Resource Management—SRM—model. The Strategic Direction and Steering Committee approved the final rules on Oct. 28, 2019. The rules are available on the SRM website.
The SRM project is now in the scheduled period for modeling. The purpose of this modeling is to better understand the impact and outcomes of rules and ensure the SRM implementation will adhere to the guiding principles. Modeling will show the impact of the SRM within the confines of the University’s existing budget parameters, including projected enrollment declines.
As a reminder, the SRM is scheduled to go live in fiscal year 2021-22. During fiscal year 2020-21, the SRM will run parallel in a test environment to optimize the new model.
Within five years of implementation, a thorough evaluation of the SRM will be conducted. This is a common practice among universities that have adopted similar budget models. At that time, recommendations may be brought forth to reflect the University’s experience with the SRM.
Two additional work groups have been convened to assist in the development and rollout of the SRM. The Infrastructure Support for Implementation work group developed a dashboard for user-friendly access to SRM metrics and recommended improvements to various reporting tools. The dashboard and tools will become available at the implementation of SRM. The Infrastructure work group completed its assigned charge.
The Training, Process Documentation, and Policy work group is in the process of developing the SRM policy and implementation manual as well as comprehensive training materials.
