Dursun Peksen, Dunavant Professor in the Department of Political Science at the University of Memphis, will deliver the 2021 Winnie Veenstra Peace Lecture. He argues that policymakers should apply more caution in considering the use of economic sanctions, given their low probability of success. They should also be more concerned with the delicate balance between political gain and civilian pain before levying sanctions.
