Janet S. Hahn, Ph.D., C.P.G., F.A.G.H.E. is principal investigator of a training development project for skilled nursing facilities in Michigan titled "Online Ethics Training Highlighting Improvement in Care and Compliance in Skilled Nursing Facilities"
(O-ETHICCS). Robert Bensley is the co-PI of this project funded by Michigan Department of Health and Human Services, Michigan Civil Money Penalties. Funding for this three-year project began in October 2018 for a total of $378,230.

Free Self-Paced SNF Staff Online Ethics Training in 2021

In order to meet training requirements, staff can take this online, self-paced training. They have the option of printing or saving a certificate of completion at the end of the training.  https://oethiccs.org/

This online O-ETHICCS training provides nursing home staff lessons covering the importance of ethics, compliance, and quality care in skilled nursing facilities. As participants click through the training content they will also find short articles for further reading. At the end of the training participants will be asked questions related to their experiences before receiving their certificate.

This short training reinforces or introduces staff to doing the right thing and improving care. Please take the training and encourage others to do the same. Administrators may want to require this training as a way to address compliance and ethics training requirements. Everyone is welcome to take the training!

Compliance and Ethics in Skilled Nursing Facilities Part 1 and Part 2.

The Michigan Board of Nursing Home Administrators has approved this continuing education program for up to 2 credit hours. The approval number assigned to the program is 489210002.

Part 1 - Either Tuesday, May 4 or Thursday, May 6 at 10 - 11 a.m.

This training helps skilled nursing facility leaders and staff understand ethics and compliance by describing three steps: 1) Do the right thing, 2) Report, 3) Respond. Participants will learn about CMS requirements for a compliance and ethics program and the role of policies and procedures related to quality of care and other compliance issues. This session addresses consent, privacy, respect, confidentiality and quality of care. Participants are given examples of ethical challenges in skilled nursing facilities and options for reporting concerns. Much of this Part 1 training focuses on direct care ethics while Part 2 addresses organizational ethics. 

Part 2 - Either Tuesday, May 11 or Thursday, May 13 at 10-11 a.m.

This training is targeted to skilled nursing facility leaders to help them better understand the development and maintenance of a compliance and ethics program. The session addresses organizational ethics related to policies and procedures, resource use, billing, and regulatory compliance. Participants will learn about the main parts of a compliance program: 1) Policies, 2) Procedures, 3) Reporting, 4) Response.  Participants will learn more about the background and details of recent CMS requirements for a compliance and ethics program and the positive outcomes of an effective program. The training will focus on methods of reporting and responding as well as the role of an identified compliance officer. It is recommended that participants attend a Part 1 session prior to Part 2, but that is not required.

Free Compliance and Ethics In-Person Training Available in Summer 2021

Dr. Janet Hahn, O-ETHICCS Director, offers free onsite and webinar-based training in 2021 about compliance and ethics to skilled nursing facilities in Michigan. This is part of a three-year project funded by the State of Michigan Department of Health and Human Services Nursing Facility Enrichment Program.

As of November 2019 the Centers for Medicare and Medicaid Services (CMS) has adopted a regulation requiring more extensive development of a compliance and ethics program. 

As part of the project titled "Online Ethics Training Highlighting Improvement in Care and Compliance in Skilled Nursing Facilities" (O-ETHICCS), Dr. Hahn will provide training regarding ethics, compliance, resident rights, communication, dementia care, abuse, neglect and exploitation. Content will be delivered via webinars in 2021 and if possible, in-person training during the summer. Presentation topics include:

  1. Developing and reviewing a compliance program
  2. Performance improvement in compliance and ethics
  3. Direct care ethics
  4. Organizational ethics
  5. Identifying and preventing abuse, neglect and exploitation
  6. Seeking assistance when faced with ethical dilemmas

Federal Requirements for Compliance and Ethics in Skilled Nursing Facilities

Beginning in November 2019 all skilled nursing facilities with Centers for Medicare and Medicaid (CMS) funding must follow new regulations regarding compliance and ethics. These are detailed in the attached section of the Code of Federal Regulations
