General summary
Plans, directs and coordinates the administrative functions of the Human Resources Services unit. Leads and supports assigned projects.
Major duties
- Supervises HR services team responsible for providing direct HR expertise and guidance to the University community.
- Develops and implements departmental operation policies and procedures for human resources and HR services units to ensure integrity of all HR systems, and operational practices.
- Interprets and ensures applicable federal, state and University regulations and policies are being followed and implemented. Advises and collaborates with executive leadership, HR leadership and HR staff members regarding University policies and practices.
- Develops and implements long and short term strategies and best practices to strategize, simplify, and automate HR processes and procedures and University-wide practices.
- Oversees administration of the job opportunity program, online applicant tracking system, background check system, new employee orientation program, performance management process, the 25 year club recognition program. Oversees responses to unemployment claims.
- Partners with business stakeholders to improve, create, maintain or provide University-wide programs or practices. Initiates requests for proposals for program vendors and leads vendor selection teams. Works with University contracted vendors.
- Manages contracts with external vendors, including online applicant tracking system, online educational and training programs and temporary employment agencies.
- Serves as a member of the human resources management team. Advises and makes recommendations to the associate vice president for human resources/chief human resources officer and other University officials regarding human resource issues.
- Supervises staff, including hiring, training, developing and evaluating.
Minimum qualifications
Minimum qualifications based upon job documentation and industry best practices. Any current employees not meeting these qualifications will be grandfathered until they move to a different job.
Required education
- Master’s degree in a related field from an accredited institution.
Required experience
- Eight years’ relevant experience.
- Supervisory or lead experience.
- Strong interpersonal, written and verbal communication skills.
- Project management skills.
- Working knowledge of applicable employment laws and regulations.
- Strong analytic skills.
Physical requirements
Office or other indoor work with minimal physical demands such as occasionally lifting or moving materials less than 25 pounds.
Working conditions
Work is generally performed in a well-lit, temperature-controlled indoor environment with occasional exposure to the outdoors or any number of elements.
