General summary

Manages the long-term debt issuance process and plant accounting.

Major duties

  • Manages long-term debt issuance process; establishes guidelines, monitors municipal debt markets, and makes recommendations to upper management.
  • Develops, coordinates, and implements programs to ensure outstanding bonds meet post issuance compliance with legal covenants, federal and state tax guidelines and accounting and auditing standards.
  • Oversees internal and external debt and project funding programs.
  • Protects and monitors fixed assets of the University.
  • Oversees required annual financial audit for fixed assets, capital constructions, and reserve and debt service funds of the University. Prepares annual audited statements, monthly statements, and analyses.

Minimum qualifications

Minimum qualifications based upon job documentation and industry best practices. Any current employees not meeting these qualifications will be grandfathered until they move to a different job.

Required education

  • Bachelor's degree in related field from an accredited institution.

Required experience

  • Five years' relevant experience.
  • Professional accounting and/or financial background with debt management, cash management or investing experience.

Physical requirements

Office or other indoor work with minimal physical demands such as occasionally lifting or moving materials less than 25 pounds.

Working conditions

Work is generally performed in a well-lit, temperature-controlled indoor environment with occasional exposure to the outdoors or any number of elements.
