General summary
Oversees business operations within a significantly large or complex department, college or division.
Major duties
- Monitors department, college or division finances to ensure appropriate resource allocation, consistency and coherency. Reports and researches significant deviations from approved budgets. Forecasts financial performance using projection and statistical methodologies.
- Ensures integrity of financial operations.
- Conducts research and provides financial analysis and support on issues with financial implications.
- Develops business plans and controls major projects and operational analyses.
- Evaluates and manages fiscal aspects of contracts, budgets, and negotiated agreements.
- Establishes and interprets department policy.
- Develops short and long-term planning models and methodologies.
- Oversees and administers human resources functions for the department, college or division to ensure compliance with university policies, procedures, applicable laws, regulations and contractual requirements.
- May participate in capital project planning and development.
- May train and supervise staff.
Minimum qualifications
Minimum qualifications based upon job documentation and industry best practices. Any current employees not meeting these qualifications will be grandfathered until they move to a different job.
Required education
- Bachelor's degree in related field from an accredited institution.
Required experience
- Five years' relevant experience.
- Budget management including fiscal analyses.

- Administration/budget experience in higher education.
Physical requirements
Office or other indoor work with minimal physical demands such as occasionally lifting/moving materials less than 25 pounds.
Working conditions
Work is generally performed in a well lit, temperature-controlled indoor environment with occasional exposure to the outdoors and/or any number of elements.
