General summary
Ensures legal and ethical compliance in the areas of radiation safety and export controls and serves as a liaison between the institution, its employees, and applicable regulatory agencies. Provides leadership for the development, implementation, and oversight of the radiation safety program, including all uses of radioactive materials and radiation producing equipment. Oversees institutional compliance with export control regulations to ensure research activities adhere to federal requirements designed to safeguard national security.
Major duties
- Manages the export controls program by reviewing technical data, proposals, international collaborations, and contracts to determine export classifications and licensing requirements.
- Conducts restricted party screenings and coordinates with designated personnel to assist in vetting foreign individuals.
- Develops, maintains, and delivers institution wide export control training and assists researchers in creating and implementing technology control plans. Advises and consults on export control activities and conducts investigations before actions are taken or following alleged violations.
- Manages the radiation safety program by conducting exposure control surveys and monitoring activities, maintaining radiation monitoring equipment, and ensuring exposures remain as low as reasonably achievable. Provides 24 hour responsiveness for radiation emergencies or potential exposure incidents.
- Develops and delivers required training on the use of radioactive materials and radiation producing machines, procures and distributes radioactive materials, and maintains strict inventory control and secure storage.
- Oversees the transportation of radioactive materials and waste through approved methods and coordinates disposal activities with licensed and authorized vendors.
- Researches, analyzes, and interprets regulatory publications, proposed legislation, and industry standards to develop, implement, and assess procedures, practices, and policies that keep programs current and compliant.
- Serves as a liaison with regulatory agencies, ensures internal and external compliance audits are completed and effective, and develops, maintains, and improves record management processes.
- Responds to inquiries and requests from internal and external stakeholders and serves on institutional committees related to radioactive materials, radiation control, export control, or other compliance areas as assigned by leadership.
- Engages in professional development and participates in activities with peers and professional organizations to anticipate program needs and adapt to emerging requirements.

Required education
- Bachelor's degree in related field from an accredited institution, or equivalent combination of education and experience.
Required experience
- Five years' relevant experience
- Demonstrated skills in customer service; time-management; internet and computer software use; record keeping.
- Demonstrated skills in reading, understanding, interpreting, and developing and implementing measures to meet all regulations.
- Excellent written and verbal communication skills; Experience presenting information to a wide multitude of audiences.
- Experience in theoretical and practical application of radiation safety fundamentals in accordance with NUREG 1556, Volume 11 requirements.
- Extensive knowledge of U.S. Department of State International Traffic in Arms Regulations (ITAR)], U.S. Department of Commerce [Export Administration Regulations (EAR+E81)], U.S. Department of Treasury [Office of Foreign Assets Control (OFAC)], Foreign Corrupt Practices Act (FCPA), Directorate of Defense Trade Controls (DDTC), Missiles Technology Control Regime (MTCR), Customs and Border Patrol (CBP), other U.S. and non-U.S. laws and regulations concerning export, customs, sanctions, embargoes, and licensing of research and research products, technology, software, information, and equipment.
Required other
- Must be a U.S. citizen able to obtain and maintain a U.S. government security clearance as required for access to controlled research, technology, and software to ensure export control compliance.
- Demonstrated knowledge and experience to be accepted by the Nuclear Regulatory Commission (NRC) to be a RSO of a Type B Materials License of Broad Scope (Title 10 of Code of Federal Regulation Part 33 and NUREG 1556, Vol 11).
- Certification in the Transportation of Hazardous Materials. Ability to work irregular shifts and extended hours, including evenings and weekends, and holidays. On call for emergencies and unannounced regulatory inspections
Physical requirements
Light work with some physical demands such as continuously lifting or moving materials less than 25 pounds, but rarely moving more than 25 to 50 pounds.
Working conditions
Work is performed in an environment with exposure to somewhat disagreeable or hazardous conditions.
