General summary
Manages the University’s purchasing function and staff in accordance with University purchasing policies and procedures.
Major duties
- Conducts the competitive bid process for purchases as described in the University’s bid policy, which includes determining potential vendors to be solicited, requesting competitive quotations, and approving selected vendors regarding commodities and services. Issues purchase orders and contracts on behalf of the University.
- Serves as a resource for University departments on purchasing policies, procedures, forms, vendor capabilities, contract review, and contract management. Addresses any questions or concerns from University departments.
- Develops, leads, and ensures proper execution of University policy and procedures related to purchasing. Assists with providing input and direction to any updates and changes required to existing policies and procedures.
- Tracks and reports on key performance metrics for the department.
- Reviews and determines approval status on all sole source justification firms, allowing certain procurements to proceed outside the competitive bid process.
- Manages vendor databases. Researches potential new vendors and approves vendor applications.
- Reviews all submitted purchase requisitions and delegates them to the team.
- Hires, trains, evaluates, and supervises staff.
Minimum qualifications
Minimum qualifications based upon job documentation and industry best practices. Any current employees not meeting these qualifications will be grandfathered until they move to a different job.
Required education
- Bachelor's degree in related field from an accredited institution.
Required experience
- Five years' relevant experience.
- Strong interpersonal, written and verbal communication skills.
- Strong organizational skills.
- Excellent analytical, judgment and decision-making skills.
- Self-motivated and self-directed.
Physical requirements
Office or other indoor work with minimal physical demands such as occasionally lifting or moving materials less than 25 pounds.
Working conditions
Work is generally performed in a well-lit, temperature-controlled indoor environment with occasional exposure to the outdoors or any number of elements.
