General summary
Manages enterprise-wide strategic information technology projects to deliver new and enhanced services and products aligned with university goals. Leads organizational change through technology solutions, business process enhancement, and user adoption strategies.
Major duties
- Uses industry-standard project and portfolio management processes, procedures, and software systems to manage projects, including identifying and managing project risks.
- Assists in the administration, management, and development of project and portfolio management processes, procedures, and software systems.
- Performs needs analysis with relevant stakeholders to identify, document, and prioritize requirements. Integrates needs into project plans.
- Develops project charters based on stakeholder requirements, to initiate projects and secure project resources. Reports project charters and progress to project sponsors and relevant governance boards.
- Creates project scope of work with stakeholders and project team to align project requirements, manage project schedules, and implement appropriate project methodologies.
- Manages project human resources, including university and contract staff, coordinating with supervisors to assign, schedule, track, and manage performance.
- Develops and manages Quality Assurance (QA) and User Acceptance Testing (UAT) processes and procedures to officially close out projects after completion, obtaining authorization from project sponsors and verification from stakeholders that the project scope was delivered.
- Manages project budget, procurement, and expenditures including required project finance, human, and other resources. Leads vendor bid and selection processes for technology products and services and develops Request for Information (RFI), Request for Quotation (RFQ), Request for Proposal (RFP), and other bid documents to validate that project and product requirements are satisfied.
- Ensures technology is implemented and administered in compliance with university policy, procedures, guidelines, and relevant departmental rules.
Minimum qualifications
Minimum qualifications based upon job documentation and industry best practices. Any current employees not meeting these qualifications will be grandfathered until they move to a different job.
Required education
- Bachelor’s degree in a related field from an accredited institution, or Bachelor’s degree in a non-related field from an accredited institution combined with relevant experience.
Required experience
- Three years’ relevant experience.
- Strong interpersonal, written and verbal communication skills.
- Strong organizational skills.
- Project management experience.
- Budget management experience.

- Project Management Professional certification.
Physical requirements
Office or other indoor work with minimal physical demands such as occasionally lifting or moving materials less than 25 pounds.
Working conditions
Work is generally performed in a well-lit, temperature-controlled indoor environment with occasional exposure to the outdoors or any number of elements.
