General summary

Plans, allocates and controls budgets for assigned executive areas. Provides lead system support for contract pay, pay implementation, and related functions.

Major duties

  • Manages the contract pay process and ensures contracts pay correctly for faculty and staff through various appointment periods, leave of absence, retirements and other scenarios.
  • Collaborates with departments to implement new appointment periods, contracts, and the contract renewal process.
  • Chairs the information technology human capital management committee. Tracks meeting minutes and open issues.
  • Serves as testing lead for the information technology human capital management and financial system. Enters various testing scenarios and reviews through the payroll cycle. May research and implement new system functionality.
  • Responsible for allocation of budget funding within designated divisions, colleges or departments. Collaborates with division, college and department representatives to book proposed budgets, resolve budgetary issues and implement corrective actions.
  • Ensures consistent application of budgetary policies and procedures. Applies rules and controls to ensure compliance with state guidelines.
  • Prepares the University budget request for submission to the State of Michigan.
  • Provides guidance to assigned campus departments for new or changing employee positions. Reviews and approves human resources transaction forms, ensuring compliance with University policies, regulations and contractual requirements.

Minimum qualifications

Required education

  • Bachelor's degree in related field from an accredited institution.

Required experience

  • Three years' relevant experience.
  • Budget, institutional and fund management experience.
  • Spreadsheet and office software proficiency.
  • Accounting and HR systems experience.

  • Higher education budget experience.

Physical requirements

Office or other indoor work with minimal physical demands such as occasionally lifting or moving materials less than 25 pounds.

Working conditions

Work is generally performed in a well-lit, temperature-controlled indoor environment with occasional exposure to the outdoors or any number of elements.
