General summary
Manages business operations for the human resources department. Manages components of human resources information systems and serves as the functional liaison between University information technology functions. Provides expertise to meet the needs of the employee database system, business operations, and information dissemination. Ensures the quality, consistency, and integrity of data and is responsible for business process design and user security access oversight.
Major duties
- Manages business operations for the human resources department. Supervises staff who monitor and maintain budgets and business processes in order to ensure fiscal integrity. Manages department contracts through their life cycle.
- Develops, implements, and maintains human resource systems while facilitating efficient operations to meet current and future needs. Maintains and updates key internal database files and tables. Develops and facilitates internal and end-user training programs related to human resource information system functionality.
- Collaborates with information technology staff to define human resources requirements for the creation and upgrade of databases and related business processes. Troubleshoots and resolves issues. Researches and recommends new or improved systems and processes to ensure integrity of data.
- Coordinates and participates in user testing for systems upgrades. Serves as a liaison to information technology for workflow, database, reporting and security issues.
- Serves on committees as the human resources security manager. Coordinates the semi-annual University security reauthorization project. Analyzes, assigns, modifies and revokes security roles for human resources information system users.
- Coordinates and executes targeted mass communications for human resources in cooperation with University marketing and strategic communications. Manages content for the human resources website.
Minimum qualifications
Minimum qualifications based upon job documentation and industry best practices. Any current employees not meeting these qualifications will be grandfathered until they move to a different job.
Required education
- Bachelor's degree in related field from an accredited institution.
Required experience
- Five years' relevant experience.
- Budget and contract management, forecasting and financial analysis experience.
- Experience with relational databases, queries and reporting.
- Excellent organizational and communication skills.
- Ability to analyze and synthesize data and processes.
- Experiencing with software testing, integration and end-user training.
- Knowledge of Human Resources functions and practices.
- Supervisory or lead experience.
- Able to maintain confidentiality related to sensitive data.

Physical requirements
Office or other indoor work with minimal physical demands such as occasionally lifting or moving materials less than 25 pounds.
Working conditions
Work is generally performed in a well-lit, temperature-controlled indoor environment with occasional exposure to the outdoors or any number of elements.
