General summary

Manages the human resources service center staff responsible for front-line customer service and processing various human resource related transactions. Maintains the integrity of databases by overseeing staff entry, resolving database issues, and coordinating workloads. Serves as the primary contact troubleshooting and directing University community questions related to human resources functions.

Major duties

  • Manages the daily operations of the University’s human resources center and its staff, including front-line customer service.
  • Oversees leave of absence processes and the benefits billing process. Calculates and prepares benefit bills for employees on worker's compensation, leave of absence, and retirees. Reconciles, audits, and prepares billing for employees on leaves of absence. Interacts with payroll and accounts receivable to ensure proper receipt of funds.
  • Supervises service center benefit functions and works closely with the benefits staff to ensure projects and tasks relating to benefits are completed accurately and timely including the open enrollment process. Maintains and updates integral internal database files and benefit tables.
  • Collaborates with the budget office on the contract renewal process and contract pay audit.
  • Oversees the entry and maintenance of data according to established policies, procedures and University deadlines while maintaining the integrity of data for interfaces with payroll, reports and audits. Monitors processes and recommends and initiates changes to procedures.
  • Maintains knowledge of the human resources information system database, system codes and procedures. Serves on information system project teams. Develops testing scenarios and sets protocol for testing upgrades and changes. Participates in end-user testing of systems modifications, upgrades and enhancements.
  • Provides front-line customer service to employees and external constituents regarding human resources questions and issues. Researches, analyzes, and confers with subject matter experts to answer questions, resolve issues, and, if necessary, direct requests to appropriate areas.
  • Collaborates with the Office of the General Counsel regarding information requests and subpoena responses. Oversees the release of employee information in compliance with applicable laws and regulations.
  • Hires, trains, evaluates and supervises staff.

Required education

  • Bachelor’s Degree or equivalent combination of education and experience.

Required experience

  • Five years' relevant experience.
  • Some supervisory or lead experience.
  • Experience with relational databases.
  • Ability to analyze and synthesize data and processes.
  • Experience with benefit processes, including vendor interaction.
  • Excellent organization and communication skills.
  • Ability to maintain confidentiality related to sensitive data.

Physical requirements

Office or other indoor work with minimal physical demands such as occasionally lifting or moving materials less than 25 pounds.

Working conditions

Work is generally performed in a well-lit, temperature-controlled indoor environment with occasional exposure to the outdoors or any number of elements.
