International Student Health Insurance and Services

Western Michigan University partners with Blue Cross Blue Shield Global Solutions to offer a comprehensive and affordable health insurance plan for all international students. WMU international students are automatically enrolled in the WMU Student Health Insurance Plan through BCBS Global Solutions.

Coverage periods and costs

  • Fall coverage runs from August 1 to December 31, 2026, and the fall insurance charge will be billed directly to your student account ($868.35).
  • Spring/Summer coverage runs from January 1 to July 31, 2027, and the Spring/Summer charge will also appear on your account ($1,215.69).

Summer Coverage Exception

Summer coverage for June and/or July can be refunded only if you will be outside the United States for the entire calendar month. May and August are not eligible. To request a refund, submit the Summer Exception Request Form by July 15th with proof of international travel, such as a purchased plane ticket.

Before you request a refund, please note two things. 

  1. Your coverage with BCBS Global Solutions includes global assistance services, medical evacuation, and repatriation. If you are refunded for the summer and travel internationally outside your home country, you will not have this coverage in an emergency.
  2. Once a refund has been processed, coverage usually cannot be reinstated, though our office will make its best effort where administratively feasible. Email@email as soon as your plans change and you decide to stay in the United States.

Health Insurance Waiver

You may be eligible to apply for a waiver if you are:

  • Sponsored by a home government or a non-governmental organization outside of WMU, and your sponsor has purchased U.S.-based equivalent medical coverage as part of your program
  • Covered by U.S. employer-provided insurance, either through your own employment or through a spouse or parent

The following types of insurance are not acceptable for a waiver of WMU’s International Student Health Insurance Plan:

  • Travel or emergency-only insurance: These plans are short term (typically 60–90 days) and intended for brief trips, not for students living in the U.S. for an academic year or longer. Plans that cover emergencies only, or that require you to return to your home country once you have been stabilized, are not acceptable.
  • Medicaid/Marketplace: F-1 and J-1 students are not eligible for Medicaid/Marketplace options, including Michigan’s “Healthy Michigan” expansion. Even if a student is mistakenly enrolled, WMU will not approve a waiver based on Medicaid coverage.
  • Canadian provincial health plans: Plans such as OHIP do not cover U.S. healthcare costs and require students to return to Canada for non-emergency or follow-up care.

Important: Waivers are not annual. Students must submit a new waiver request for each billing period (fall and spring) by emailing wmuwaivers@bcbsglobalsolutions.com and copying ias-insurance@wmich.edu. Be sure to include your WIN and documentation of your current health insurance coverage for review. A waiver approved for a previous semester does not guarantee approval in future semesters, and once a decision is made by BCBS Global Solutions, it should be considered final.

Please note, WMU requires repatriation and medical evacuation coverage for all international students and scholars. If you are approved for a waiver and remain inside the U.S., you must still purchase this coverage separately. Review this link for an example of such coverage.

OPT Students

If you are on OPT, you are not automatically enrolled in the BCBS Global Solutions plan. To continue your coverage, you can enroll yourself in the BCBS Global Solutions plan for OPT students.

You may also purchase an individual plan directly from another provider. If you are working, contact your employer to ask whether health insurance is available through your company.

  1. Look for your “Welcome” email from BCBS Global Solutions. If you don’t see this message, check your spam folder.
  2. You must use your WMU email to register. You will need the certificate number found in your “Welcome” email.
  3. After receiving your “Welcome” email, download the app from the login page.

Frequently Asked Questions

BCBS offers comprehensive health insurance coverage tailored for international students. This includes:

  • Doctor visits – primary care, urgent care, specialists
  • Hospital stays (inpatient and outpatient)
  • Laboratory tests and diagnostics
  • Mental health care
  • Prescription medications (with co-pay)
  • Ambulance transport (if medically necessary)
  • Global assistance services, medical evacuation, and repatriation

You should see an in-network provider to receive the highest coverage and lowest out-of-pocket costs. Use the BCBS provider directory to find one near you.

BCBS does not cover:

  • Over-the-counter (OTC) medications (e.g., ibuprofen, cold medicine)
  • Routine dental and vision care
  • Elective procedures (e.g., cosmetic surgery)
  • Injuries from illegal activities
  • Car accident-related costs (usually paid by auto insurance first, even if you don't own a car)
  • Routine physical exams or wellness visits (unless required for school entry or athletics)

Note: Dental/vision emergencies may be covered if due to illness/injury.

Yes, some services have conditions or special steps:

  • Pre-existing conditions: Covered as long as they are not specifically excluded under the plan.
  • Mental health care: Covered (amount of covered sessions may be limited).
  • Chronic illnesses: Covered, but ongoing management may require a treatment plan.

If you're managing a long-term health condition, we encourage you to call a BCBS representative early in the semester.

Yes. The plan covers pre-existing conditions. There is no limitation for Pre-Existing Conditions as defined under the BCBS Global Solutions plan.

Western Michigan University partners with Alliant Insurance Services, a global insurance broker, to identify the best insurance provider for our international students. BCBS was selected based on several key factors, including its comprehensive coverage, $0 deductible and a low premium.

J-2 dependents must carry coverage that meets the U.S. Department of State's minimum requirements, as described on your DS-2019. You may meet this requirement through BCBS Global Solutions or another plan that satisfies those standards.

F-2 dependents are not subject to a federal insurance requirement, but we strongly encourage you to make sure they are fully covered during their time here.

Yes, a benefit to incorporating insurance coverage into your WMU tuition and fees is that you can be on a payment plan with the University.

Glossary of Terms

The Allowed Amount is the maximum amount that BCBS Global Solutions will reimburse for covered services and supplies under the plan. For in-network providers, this amount has been pre-negotiated, so you will not be responsible for any charges above the allowed amount. For out-of-network providers, charges may exceed the allowed amount established by BCBS Global Solutions. In those cases, you would be responsible for paying any amount billed above the allowed amount, in addition to any applicable cost-sharing.

The percentage of costs you share with your insurance after you’ve met your deductible. 

Good news! BCBS Global Solutions pays 100% of the Allowed Amount of your doctors' bills as long as you visit an in-network medical provider.

A fixed fee you pay for certain services like doctor visits or prescriptions, usually at the time of the appointment. 

Good news! BCBS Global Solutions has no copays for doctors. A small co-pay for prescriptions:

  • Generics: $25 copay per prescription, then covered at 100%.
  • Brand-name drugs: $50 copay per prescription, then covered at 100%.
  • Injectables: $50 copay per prescription, then covered at 100%.

The amount you must pay for covered services before your insurance begins to pay. This plan has a $0 deductible, which means you do not have to pay a deductible before your benefits begin.

  • ER: For life-threatening conditions or serious injuries.
  • Urgent Care: For non-life-threatening issues (e.g., minor cuts, flu, infections) when your regular doctor is unavailable. 

Use ER only when necessary to avoid high costs.

A summary from your insurance company showing what was billed, what they covered, and what you may owe. 

Not a bill—just a record of services. You can access your EOB through your BCBS Global Solutions online account or by logging into the BCBS Global Solutions mobile app with your account.

A doctor or healthcare facility that has a contract with your insurance company to provide services at a lower cost. 

Always try to visit in-network providers, when possible, so that BCBS Global Solutions will cover your doctor’s bill at 100% with $0 deductible.

  • Medical Evacuation: If you’re seriously sick or hurt and the nearest place that can treat you is far away, the plan pays to transport you there. Covered up to $250,000 a year.
  • Repatriation of Remains: If a covered person dies, the plan pays to return their remains to their home country. Covered up to $100,000 a year.

A provider that does not have a contract with your insurance. Seeing one may result in higher costs or no coverage at all. 

Check with your insurance plan before scheduling appointments. If you go to an out-of-network provider, BCBS Global Solutions will only pay 70% of your doctor’s bill.

The most you pay for covered care in one year is $6,500. Once you reach this limit, the plan pays 100% of covered in-network services for the rest of the year. Copays — including prescription, urgent care, and emergency room copays — do not count toward the $6,500, so you may still owe those after you reach the limit.  

Approval from your insurance company before certain services or medications are covered. 

Without it, you might be responsible for the full cost.

The amount you pay to have health insurance. For international students, the premium is usually billed each fall and spring as part of your tuition or student fees.

Think of it as a subscription fee for your health plan—it gives you access to coverage even if you don’t use any services that semester.

A formal request from a primary care provider for you to see a specialist or get certain services. 

You will not usually need a referral with BCBS Global Solutions. However, certain situations may require a referral before they’ll cover specialist care.

Campus Health Care Services

Located on the main campus, WMU's Sindecuse Health Center offers convenient, cost-saving services with an experienced staff dedicated to maintaining and improving patient health. Services include:  

  • Evaluation and treatment for a variety of illnesses and injuries.
  • Preventive health check-ups.
  • Periodic health monitoring.
  • Health education opportunities that enhance individual and community well-being. 

Community Health Care Services

You can also visit an urgent care center in the area for non-emergency healthcare needs. Be sure to bring your insurance ID card with you.  

Emergency Health Care Services

Area hospitals also provide excellent care. Hospital emergency care is necessary when you have a life-threatening situation, such as severe chest pain, bleeding that cannot be stopped, traumatic head injury or severe shortness of breath. 

In case of a life-threatening emergency, dial 911, and an ambulance will be sent to your location.
