About the EMR Working Paper Series

The EMR Working Paper Series serves as a venue for Western students and faculty to facilitate the publication and dissemination of original work. Authors retain full copyright for their papers and are free to revise and publish their working papers in peer-reviewed journals or other types of publications at a later point in time. 

These working papers deepen knowledge and promote dialogue in the field of evaluation, measurement, and research. The papers are grounded in a range of disciplinary and methodological approaches and include student research papers, reviews, and original scholarship. The views presented in the papers are solely those of the authors and do not necessarily represent the views of the Evaluation, Measurement, and Research program or Western Michigan University.

Abstract: Descriptions of teacher evaluation systems from 12 countries and one state in the U.S. are presented. Included for each system are its structure, purpose, historic development and background, current application, the methods, sources and instrumentation used, use of teacher evaluation findings, and plans for future development or reform. An introduction gives a high-level comparison of the systems and individual countries are then presented. These include: Australia, Austria, Chile, Egypt, Finland, France, Greece, Ireland, Mexico, Netherlands, New Zealand, Palestine, and the United States-District of Columbia.

Evaluation of the Delaware Charter School Reform, WP-1, 2015

Abstract: This report gives a general description of the Delaware charter schools, their students, their staff, finance data, accomplishment of mission, performance accountability, and student performance as compared to traditional public schools. Specific data points include student and teacher demographic characteristics on aggregate and in relation to nearby public schools, several indicators of teacher quality, revenue sources, expenditures, capital investments and expenditures on facilities, fiscal balance, and Reading and Math scores for 4th-10th grade over a three-year period. Dilemmas and issues related to overseeing a successful charter school reform are also explored.
