Federal Aviation Administration: Program Analyst
Duties
Incumbent will serve as a program analyst and/or advisor to managers on the evaluation of effectiveness of government programs and operations and/or the productivity and efficiency of such programs. Positions require knowledge of the agency mission, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. Some positions may require an understanding of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives. The work requires skill in fact finding and investigative techniques; communications; and development of presentations and reports.

Qualifications

FG-7. Possession of at least one (52 weeks) of specialized experience equivalent the FG-5 grade level. Examples may include: utilizing database systems and other electronic media to enter, revise, track and store information; composing non-technical correspondence and reports; and preparing responses to inquiries OR one full year of graduate level education OR equivalent combination of specialized experience and education.
FG-9. Possession of at least one year (52 weeks) of specialized experience equivalent to the FG-7 grade level. Examples may include: Ability to utilize database systems and other electronic media to enter, revise, track and store information; conducting research and collecting data and information concerning work processes, administrative programs or procedures from various sources, such as database systems, manuals, policies, procedures, and other means to prepare reports and papers and respond to inquiries; prepares responses to technical and non-technical requests for information. OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR equivalent combinations of specialized experience and education.
FG-11. Possession of at least one year (52 weeks) of specialized experience equivalent to the FG-9 grade level. Examples may include: analyzing programs and /or activities to identify significant factors, gather pertinent data, identify problems, and develop recommendation for improvement; planning and organizing studies of work procedures/processes; tracking statistical information for assigned programs and conveying information through presentations and correspondence; OR Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related; OR equivalent combination of specialized experience and education.
FG-12. Possession of at least one year (52 weeks) of specialized experience equivalent to the FG-11 grade level. Examples may include: experience analyzing and evaluating the effectiveness of programs and operations; tracking and analyzing data to ensure compliance with policies and procedures; identifying program deficiencies; recommending solutions and improvements to assigned programs; performing cost-benefit analysis of current and projected programs; compiling, evaluating, and analyzing data; experience working with internal/external stakeholders; experience with budget processes (formation/execution/procurement/reconciliation); experience with accounting systems and travel management.
FG-13. Possession of at least one year (52 weeks) of specialized experience equivalent to the FG-12 grade level. Examples may include: experience using a wide range of qualitative and quantitative assessment methods for evaluation and improvement of critical programs; reviewing new or proposed policy changes to determine process, program and organizational impacts; collecting, analyzing and preparing factual information, project papers, briefings and staff reports to senior management; identifying, analyzing, providing process or program improvement recommendations to higher level officials; experience compiling data and analyzing data or information from various sources; experience planning, scheduling, and conducting analyses or studies of proposals.
FG-14. Possession of at least one year (52 weeks) of specialized experience equivalent to the FG-13 grade level. Experience facilitating process improvement activities, gathers and presents information to management; plans, schedules, and tracks projects/task; leading or coordinating the tracking, analysis and implementation of quality management programs, systems and standards; experience with compiling, analyzes, and evaluating a variety of resource data in order to prepare reports, charts/graphs, status updates, or analysis in support of organizational goals and objectives; and development of operating instructions.
FG-15. Possession of at least one year (52 weeks) of specialized experience equivalent to the FG-14 grade level. Experience leading teams conducting analysis for process improvement; develops resource (staffing and funding) guidance/objectives for subordinate activities and programs, and oversees or leads teams tasked with conducting continuous assessments of resource utilization in accomplishing program objectives; establishes metrics for measuring cost reduction and quality improvement; and providing technical direction in process improvement and analysis.
